Bridging commercial airline safety architectures (ICAO SMS) with turnkey, pre-validated VTOL systems for heavy industry. The Sentinel-X Governance Framework™ produces CASA-aligned SORA risk assessments, structured safety management documentation, and integrated hardware packages for Tier-1 EPCs and mining operators seeking BVLOS authorisation in Australia. We deliver operational capability, not documentation alone.
Every engagement follows a sequential process producing audit-ready deliverables at each stage, with a clearly defined risk ownership transfer point prior to live deployment.
Confidential initial briefing with client stakeholders. Establishes regulatory scope, operational environment, and current compliance posture against CASA SORA requirements.
Rapid diagnostic of existing safety documentation, operating procedures, and risk frameworks. Identifies structural gaps against BVLOS governance standards.
Systematic mapping of Operational Safety Objectives to client’s operational context. Produces a structured remediation roadmap per CASA SORA compliance standards.
Pre-validated VTOL platform integration into the SORA safety case as part of the comprehensive governance package. Physical deployment coordinated via local ReOC partners.
Final compilation and quality assurance of the complete BVLOS submission package. Documentation structured to CASA TMI 2025-03 self-assessment standards.
Operational responsibility and field liability transition to the certified ReOC entity prior to live deployment. At this defined point, all operational authority, flight safety responsibility, and field execution liability transfer from the Sentinel-X Global Solutions governance architecture scope to the certified Australian ReOC operating partner. Sentinel-X Global Solutions retains responsibility for documented architecture and advisory deliverables only. No live flight operations are conducted under Sentinel-X operational authority.
The Sentinel-X Governance Framework™ is delivered through three defined engagement tiers, each producing documented outputs suitable for regulatory submission, internal HSE audit, and EPC tender compliance review. All deliverables address CASA SORA compliance EPC requirements and BVLOS governance Australia standards.
A confidential, rapid diagnostic of the client’s existing UAS operational posture against CASA BVLOS authorisation requirements. Designed for EPC project managers and HSE directors requiring a clear compliance assessment prior to committing to a full governance programme.
A comprehensive Specific Operations Risk Assessment gap analysis with full Operational Safety Objective mapping against the client’s proposed operational environment. Produces structured documentation required to demonstrate ALARP compliance for industrial UAV risk architecture.
End-to-end safety governance integration from SMS architecture through to CASA submission readiness, inclusive of pre-validated hardware ecosystem integration. Delivers the complete operational capability package required for BVLOS authorisation.
All tier deliverables remain client-owned intellectual property. Pricing is provided upon engagement scoping and is not published. All engagements produce documentation structured to withstand third-party HSE audit by Tier-1 resource companies and EPC operators.
The Sentinel-X Governance Framework™ is architected for specific industrial BVLOS operational environments where regulatory compliance, operational risk, and asset criticality demand aviation-grade governance structures.
BVLOS governance architecture for haul road monitoring, stockpile volumetric survey, pit wall stability assessment, and corridor-based infrastructure inspection across open-cut and underground mining operations. Designed for deployment within CASA-authorised operational volumes under structured SORA safety cases with pre-validated VTOL platforms integrated as part of the governance package.
Extended-range BVLOS governance architecture for linear infrastructure surveillance, including gas pipeline integrity monitoring, water pipeline corridor assessment, and transmission line inspection. Operational environments requiring Path C (Technical Redundancy Dominant) hardware integration with dual GNSS, redundant flight control, and encrypted dual-link command for extended beyond visual line of sight operations.
Governance architecture for BVLOS integration within EPC project delivery environments, including LNG processing facilities, port infrastructure, and heavy civil construction. Structured for environments where overlapping safety management systems (plant SMS, aviation SMS, contractor HSE) require formal interface documentation and ALARP demonstration for industrial drone operations within controlled airspace.
We integrate advanced industrial airframes exclusively as part of a comprehensive, SORA-compliant governance package. We deliver operational capability, not bare metal. The Sentinel-X Governance Framework™ ensures that every platform deployed has been validated against the Operational Safety Objectives defined within the client’s specific SORA safety case.
Platform selection within the Sentinel-X Governance Framework™ is determined by the SORA risk mitigation strategy required for the client’s operational environment. Three distinct integration paths have been defined, each corresponding to a primary mitigation approach recognised under the EASA/JARUS SORA 2.0 methodology and applied within CASA SORA compliance EPC contexts. All platforms are delivered pre-validated and integrated within the governance package.
Platform integration optimised for operations where primary risk mitigation is achieved through containment measures. Applicable where geofencing, operational volume constraints, and contingency volumes provide the principal means of achieving an acceptable Ground Risk Class. Hardware is pre-validated for reliable containment functionality against SORA containment integrity requirements.
Platform integration where primary risk reduction is achieved through operational procedures and crew competency rather than inherent platform redundancy. Applicable where observer networks, procedural controls, and operational restrictions reduce residual risk to ALARP levels for industrial drones. Procedural and training frameworks carry a correspondingly higher burden of proof.
Platform integration where risk mitigation relies primarily on design-level redundancy. Applicable to extended BVLOS operations over uncontrolled areas. Hardware is pre-validated for features including dual GNSS receivers, redundant flight controllers, DVR-equipped parachute recovery systems, and encrypted dual-link command architecture.
The framework applies the principle of Equivalent Means of Compliance as defined within the EASA/JARUS regulatory framework. Any hardware platform that meets the architectural standards specified within the relevant integration path—and that satisfies the Operational Safety Objectives mapped within the client’s SORA safety case—is eligible for integration into the governance package.
Safety cases are architected around defined performance thresholds, not proprietary hardware dependency. Clients with existing fleet assets receive a compliance posture assessment and gap analysis against the relevant OSO requirements.
Sentinel-X Global Solutions integrates advanced industrial airframes exclusively as part of comprehensive governance packages. All hardware delivered through Sentinel-X engagements is sourced from pre-audited third-party manufacturers and integrated into the client’s SORA safety case as a component of the overall governance architecture. Sentinel-X Global Solutions does not manufacture unmanned aircraft.
Hardware procurement is structured through direct client-manufacturer agreements. Where hardware integration forms part of a Tier 3 engagement, Sentinel-X Global Solutions facilitates the introduction between the client and the relevant manufacturer or their authorised distributor. Any hardware procurement contract, commercial negotiation, and product liability agreement is executed directly between the client and the manufacturer or their local distributor.
Product liability resides with the manufacturer. Sentinel-X Global Solutions is not a party to hardware purchase agreements and accepts no liability for manufacturing defects, component failure, platform airworthiness, or delivery performance. The governance architecture and safety case documentation are the Sentinel-X deliverable; the physical hardware is the manufacturer’s product.
All governance architecture and advisory outputs produced by Sentinel-X Global Solutions are independent of commercial affiliation with hardware manufacturers. Where supply chain introductions are provided, they are disclosed and documented within the engagement scope. This advisory independence policy is maintained across all engagement tiers.

The Sentinel-X Governance Framework™ was developed to close the structural gap between industrial UAS hardware procurement and BVLOS regulatory authorisation through a systematic, repeatable methodology derived from commercial airline safety management discipline.
The framework is founded on the direct, structural translation of ICAO Annex 19 four-component Safety Management Systems and Airbus FCOM three-tier procedural architecture (Normal, Abnormal, Emergency) from commercial air transport into the industrial BVLOS context.
This governance logic was developed by Captain Harvey Xing, an active A320 commercial pilot who adapts airline-grade safety management architecture to industrial BVLOS operations. The framework is designed as an institutional capability—a systematic, documented methodology that delivers integrated governance and systems packages, producing consistent audit-ready outputs across engagements.
